Precarious labor
The crisis of the welfare state and full employment, has to do with the way that reproduces and accumulates capital now more linked to financial markets, increased technology and the opening of transnational markets, that the generation of productive activities that generate jobs.
So, since the mid 70's, there are several issues that span the world of work: growth and changing composition of the occupational population, the increasing participation of women in the labor market, the growth of flexible contracts and part-time contracts in black without social benefits, the pre-retirement age employees, late entry and difficult young people in the labor market, the arrival and integration of immigrants and their families, etc.. Among these features is a central, structural unemployment is the direct consequence of which is the trend of widespread insecurity of work.
This scenario work is completed in view of the speech that the state develops into the labor market (regulation or relaxation). Many times the state not only does not protect rights but, perversely, is the first state itself to its own precarious workers, as happens to us / as.

What is 14 bis?
Article 14 bis is a provision of the Constitution which reads as follows: dignified and equitable conditions of work, rest and paid vacation, pay fair, living wage mobile, equal pay for equal work, protection against arbitrary dismissal ; stability of public employment, free and democratic trade union organization; conclude collective bargaining agreements, recourse to conciliation and arbitration, the right to strike; compulsory social insurance, pension contributions, the full protection of the family, among others . These rights are included, explicitly and with such designations, in Article 14 bis of the Constitution still in force ( http://www.senado.gov.ar/web/interes/constitucion/capitulo1.php ).
Given the evidence that the State itself (municipal, provincial, national) violate these rights in a top law, workers of various government departments, contracted in various ways-some permanent staff, other precarious, are joining forces to promote a campaign against precarious work.
Who is Don Carlos?

ARBA work around 200 students from the Faculty of Economic Sciences of the UNLP. Although the call is supported by our work (since all operators are interns) we are not recognized any labor law, but a lot of obligations.
As for bonds, to qualify us for almost everything, connection time, minutes per call, number and length of breaks, quality of response, assistance, we have a monthly review, etc. However, in terms of rights: workers are black (many work 4 years ago), we have no contributions or bonuses, we have no date of receipt (sometimes spend more than 50 days between pay and other), we pay no updates 2 years ago, we have no right to strike or labor organization, among others. As if this were not enough, our remuneration is a base of $ 516 with incentives (up to $ 330) and presenteeism ($ 100), but if we missed due to illness, vacation or examination (recognized by law internship No. 26427) will automatically lose the incentive; if we'll take pre-exam (also recognized in the law) also lose incentives (attendance remains in our rating, and left to win $ 430). "Scioli, join the challenge of whiteness"
Don Carlos ("Tudu bon, legal Tudu) was the character chosen by the government to the campaign launched with the aim of encouraging the laundering of staff working in the private sector. But the state itself is responsible to have workers in precarious, despite seeking "embody" the fight against black work.
Labour policies implemented in the 90's and later supported by governments that followed, have its axis in labor flexibility, institutionalized from new forms of employment increasingly precarious, both in its economic (low wages, with a high proportion of black) and also from the legal point of view (expressed in ways that do not comply with procurement laws regulating work in the state administration)
The State is sustained by the tasks performed by workers hired as second-hand labor (interns, fellows, contract by location of services, temporary facilities, subcontracting) arrangements that threaten the stability of employment through renovations quarterly, semiannual or annual, lack of social coverage, bonuses, holiday (labor rights covered by Article 14 bis) historic gains achieved by the class working from a long history of struggle
In this framework, workers of the Ministry of Production on Wednesday launched the campaign "for the Minister Martin Ferre add to the challenge of whiteness", which consisted of cutting 10 and 51 and armed with a stand, parodying the typical advertisements for soap powder to ask for the "money" wage and effective enforcement of pass the precarious ground.
